A dual frequency synthesizer includes a reference oscillator, an R counter, a first fractional-N phase-locked loop and a second fractional-N phase-locked loop and one shared sigma-delta modulator. A control gate is formed between a first tier of dielectric material and a second tier of dielectric material. The pump laser source is frequency-locked to a corresponding resonant optical mode of the optical resonator.
