An apparatus performs a handoff considering a moving speed of a mobile station in a mobile communication system. Rotating a collar with respect to the reservoir advances a piston therein to deliver lip coloring or other material through a valve to a roller mounted on a dispensing head. The slots may be oriented in a wide variety of configurations, and preferably are curved and distributed over the rotor surfaces so as not to overlap transaxially between the inboard and outboard brake plates. The surfaces of the shutter member and the table may be spaced apart by a gap.
