A traveller for a fall arrest system including a body having a bore and a slot narrower than the bore linking to the bore to the exterior of the body. In the preferred embodiment, the invention provides a generally transverse member extending between the spinous processes and lamina of the upper and lower vertebral bodies, thereby inhibiting full extension. The package includes a base made from a dielectric material which includes vias which contain a conductive material and are electrically coupled to the ground potential of the printed circuit board. The composite is optionally heat treated to increase strength, chemical durability, and optical performance. The leads provide robust electrical connections between the connecting element and the circuit board.
