Certain metal-exchanged SUZ-4 zeolites have been prepared that have catalytic activity for the reduction of NOx in the exhaust of a hydrocarbon or alcohol fueled engine operated under fuel lean conditions. The low swing value and the high ONOFF ratio are implemented by forming a gate insulation layer of ONO structure on the gate electrode on the semiconductor device and then performing a steam anneal process using a wet-oxidizing method to reinforce the surface the respective ONO layer. The formed oxide layer in the source and drain regions are then substantially removed to expose the substrate in the source and drain regions and to leave a portion of the oxide layer under the gate electrode stack to form the dielectric plug and a channel region between the source and drain regions.
