An input buffer system with a dual-input buffer switching function includes a first input buffer, a second input buffer, and a multiplexer. The apparatus has a laser-resonator which includes a mode-locking device for causing the laser to deliver mode-locked pulses. A packet duplicator duplicates the identified packets to produce first and second sets of the identified packets. This allows a standard MPLS switch to provide web switching functionality without terminating TCP connections.
