A flame-retardant rubber composition for vulcanization, comprising an epichlorohydrin based rubber, red phosphorus, and a vulcanizing agent, in which the content of the red phosphorus is from 3 to 20 parts by weight for 100 parts by weight of the epichlorohydrin based rubber. In one embodiment, anhydrous peracetic acid is combined with carbon dioxide, wherein the carbon dioxide is in one of a liquid, solid, and supercritical state. The sensor member is located at the central area on the upper surface, and the standing-ring member surrounds the sensor member. The used time value is an amount of medium time used by the station. A barbed medical device formed by this method is also provided.
