The improved programming algorithm prevents older data from being needlessly refreshed, thus mitigating stress to the cells that eventually causes the data areas to decay at different rates and become prematurely unreliable. The present invention has great applicability in military optical system applications for detecting the presence of an enemy employing surveillance equipment and for neutralizing this surveillance capability. Each of a plurality of constraining elements is disposed over at least one of the plurality of conductors such that the underlying at least one of the plurality of conductors is maintained in the coiled configuration.
