A system and method to trim reference levels in a resistive memory is disclosed. The liner-dispensing trash receptacle system essentially comprises a trash-receiving container, a liner-dispensing assembly, and a liner roll. Equally spaced gate insulator regions, formed prior to the STI regions, are disposed over the active regions and overlap a portion of the insulator liner layer. Consequently, undesirable key sharing across files, file systems, and other units can be avoided down to the block level. The improved uniformity of the dopant distribution results in reduced gate depletion and reduced threshold voltage shift in the transistors of the CMOS devices.
