A high pressure washer apparatus in combination with a lightweight fastenerless cart. The methods involve formation of arrays on coatings comprising nanostructure association groups, formation of arrays in spin-on-dielectrics, solvent annealing after nanostructure deposition, patterning using resist, andor use of devices that facilitate array formation. The solution is energized with RF energy and contributes to the functions and beneficial effects of the instrument. The design of the present device is fundamentally different from all prior art invented for this purpose.
