The present invention provides a portable remote control device adapted for transmitting command signals to a locomotive control device located onboard a locomotive. A pair of mounting brackets is combined to the frame underneath the seat of the wheel chair. The devices utilize the natural drainage process of the eye and can be implanted with minimal trauma to the eye.
