A new and distinct cultivar of Lavender plant named \u2018Belrou\u2019, characterized by its upright, somewhat outwardly spreading and mounded plant habit; freely branching habit, dense and bushy plant form; vigorous growth habit; and violet-colored flowers with light pink-colored terminal flower bracts.
