A lockout device that can be used to lock a valve in a closed position, for use particularly with valves that include a stationary member, such as a body, and a rotating member, such as a handle or wheel, for activating and deactivating the valve is disclosed. The cell also includes a gate electrode level including conductive features defined to extend in only a first parallel direction. In some embodiments, the scaffold may be elastomeric.
