The present invention is directed to a series of polymeric citrate esters that has very unique rheology properties. With the evaporator chamber, an excellent mixing is achieved with the smallest possible structural volume. A valve operatively responsive to a float in the treatment system whereby when the effluent level in the system falls below a critical point, all of the effluent is recirculated back into the treatment system and when the effluent level rises sufficiently a percentage of cleaned effluent exits the system.
