A coating composition which includes an aminoalkyl acrylate containing acrylic polymer, a fluorocarbon polymer and a solvent. The transmitter scrambles a broadcasting signal using a control key, generates broadcasting viewing restriction information and broadcasting viewing entitlement information, and transmits the scrambled broadcasting signal after incorporating the broadcasting viewing restriction information and broadcasting viewing entitlement information into the scrambled broadcasting signal.
