A continuous testing device for a water pipe, comprising a frame, a left fixed plate and a right fixed plate, a tested pipe section, a compensating pipe section, a central plate, two horizontal oil pressure cylinders, a vertical oil pressure cylinder, and a connecting tube. The sensing unit includes a photodiode array sensing light emitted from a light emitting module serving as a test object. The input signal is acquired over a predetermined time period by a fast sampling ADC, which converts the input signal into a series of digitized samples representative of instantaneous current values. The servo set comprises two driving circuit servos that control and move a camera horizontally and vertically. The capacitive position-sensing structure is formed by sensing indentation, extending within the mobile substrate from a first surface thereof, and by first sensing electrode, facing, in given operating condition, the sensing indentation. The plant also provides some of the power to a fuel processing facility that provides fuel for the plant, and re-cycles the by-products of the power generation process to provide at least some of the resources the plant uses to generate the electrical power.
