A document management system manages a plurality of registered documents in a database, each document having a number of sections. A modem or other device employing such a technique need not rely on carrier drop detection and is generally insensitive to other energy or noise on the line. The float members may also include an alignment projection and recess wherein the alignment projections of each of the float members are inserted into the alignment recesses of the opposing float member when the float members are secured about a conveyance.
