A capacitor cell for use in medical devices, comprising: an anode substrate; a dielectric layer, formed on the anode substrate, including at least two valve metal oxides; a cathode separated from the anode substrate; and an electrolyte operatively associated with the anode substrate and the cathode. The method adds a Li\u2014Si alloy having a Li content between 20 and 40% andor Li2CO3 as a Li-containing substance to a molten steel. In addition, at least one terminating element is coupled to the at least one secondary inductor, the at least one terminating element affecting the current through the at least one secondary inductor so as to affect the spatial distribution of the plasma.
