A low density syntactic foam comprising micro-spheres bound by a cured liquid phase binder is formed by allowing the micro-spheres to rise to a close packed surface layer in the liquid phase binder, and then draining excess liquid phase binder from the mould before curing. Since the device has a very simple configuration, the optical adjustment is easier, and the device becomes compact in size. Two receiver configurations are possible.
