The invention provides a process for preparing levofloxacin hemihydrate, comprising: dissolving levofloxacin in a solvent selected from the group consisting of acetonitrile, acetonitrile:H2O, dimethyl sulfoxide, dimethyl sulfoxide:H2O, methyl ethyl ketone, methyl ethyl ketone:H2O, butanol, butanol:H2O, and mixtures thereof at an elevated temperature; and crystallizing levofloxacin hemihydrate. This device includes: a control valve for tilt operation, connected between the air springs; a pump for tilt operation, connected between the air springs through the control valve; and a control device for controlling both the control valve and the pump. Methods of using such a neoligament to treat incontinence are disclosed.
