The frame assembly includes a rigid outer frame, an inner grid comprised of a plurality of lengthwise and crosswise extending bars, and a plurality of clamp devices attaching the bars to the outer frame. Each of the rows is addressable by a row address. The system then calculates, at least partly from the ratio of the total volume to the average volume, the balance resulting from the allocation of resources represented by the N-dimensional cube. This apparatus ensures relatively constant velocity operation of the fluid powered actuator under varying load conditions.
